NOTE:

  • The full salary for the Project Manager position is $93,021.24 to $148,592.08 annually dependent upon qualifications and experience.
  • The full hiring range for the Senior Project Manager is $112,555.04 to $179,796.24 annually dependent upon qualifications and experience.
    • Additional Senior Project Manager Requirements:
      • At least 8 years in an information systems project management environment or related field
      • PMP Certification required. 

          

GENERAL DESCRIPTION OF JOB:

The Project Manager is responsible for planning, executing, and delivering technology projects within defined scope, schedule, and budget. This position coordinates project resources, facilitates communication among stakeholders, manages project risks and issues, and ensures project objectives are achieved in alignment with organizational goals and IT standards. The Project Manager works with project sponsors, technical teams, and vendors to develop project plans, monitor progress, and support successful project delivery throughout the project lifecycle.

The Project Manager applies established project management practices and exercises independent judgment in coordinating project activities, resolving issues, and maintaining project performance related to scope, schedule, and budget. This role serves as a liaison between departments, Information Technology staff, vendors, and contractors and is responsible for managing multiple projects simultaneously and ensuring projects are delivered on time, within budget, and in accordance with defined requirements.

In addition to project delivery, this position supports contract development, vendor coordination, project budget tracking, invoice review and validation, and vendor performance monitoring to ensure services are delivered in accordance with contractual scope, schedule, budget, and service level expectations. The Project Manager works in partnership with the Senior Project Manager, PMO Manager, Procurement, and Finance to support contract administration, financial tracking, and vendor management activities and maintains project documentation to support procurement, audit, and financial review requirements.

DUTIES:

  • Define project scope, goals, and deliverables in collaboration with senior management and stakeholders.
  • Lead and manage projects from initiation through completion, including complex and high-risk initiatives.
  • Develop and maintain project plans, schedules, budgets, and communication plans.
  • Manage project resources, timelines, risks, issues, and changes to ensure successful project delivery.
  • Facilitate project meetings and provide regular status reporting to stakeholders and leadership.
  • Coordinate and manage cross-department project teams and vendor resources.
  • Perform cost-benefit and return-on-investment analyses to support project decision-making.
  • Develop Requests for Proposals, Intent to Negotiates, and Requests for Information and manage the vendor selection processes in cooperation with the finance department.
  • Establish project success criteria and ensure deliverables meet business and technical requirements.
  • Conduct project closeout activities, including post-project reviews and recommendations.
  • Provide guidance, mentoring, and knowledge sharing to project managers and staff.
  • Develop Statements of Work, Service Agreements, and project-related contract documents in coordination with Project Management Office (PMO) Manager, Procurement, and Legal.
  • Lead vendor coordination post selection and support contract negotiations with the PMO Manager related to scope, deliverables, timelines, and cost.
  • Manage project budgets, including cost tracking, forecasting, and variance reporting.
  • Review and approve vendor invoices for accuracy and compliance with contract terms.
  • Identify and resolve vendor billing discrepancies, including overbilling and contract compliance issues.
  • Monitor vendor performance and ensure deliverables meet contractual obligations and service level agreements. 
  • Support implementation of complex technology initiatives, including enterprise systems, data, automation, and artificial intelligence projects.
  • Assist in developing and implementing PMO standards, processes, templates, and documentation related to budgeting, vendor management, and contract administration.

Education and Experience:

  • Bachelor’s degree in Computer Information Systems, business administration or related fields.
  • 6 - 7 years in an information systems project management environment.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job may be considered. 

 

Preferred Education and Experience:

  • Project Management Professional (PMP) certification

 

Pre-Employment Additional Requirements:

  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR), background check, and polygraph exam.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
  • Security clearance required: will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.
