GENERAL DESCRIPTION OF JOB:
The Environmental Program Inspector works outdoors, solves problems, and collaborates with property owners and contractors to uphold environmental standards in the Arapahoe County community.
DUTIES:
- Receives and reviews approved grading, erosion, and sediment control (GESC) plans; monitors collateral; computes appropriate fees and issues GESC permits; tailors inspection programs for projects based on the construction projects and past inspection results; and consults with supervising Environmental Program Manager.
- Reviews and approves GESC permit applications to ensure that permits are compliant with County regulations, include the GESC Manual.
- Inspects construction sites, including utility and oil and gas development, for compliance with the issued GESC permit; writes reports; and follows up with any findings.
- Conducts inspections of storm drainage improvements including detention and water quality facilities associated with construction projects.
- Works with the Environmental Program Manager to write notices of noncompliance and notices of violation when necessary.
- Conducts GESC permit acceptance inspections and processes the initial and final close-out of construction projects. Responsible for timely response to all correspondence and inquiries, scheduling and conducting acceptance inspections, developing and communicating facility deficiencies, monitoring developer compliance to timely repair criteria, granting acceptance, and updating County records.
- Investigates and recommends action for public complaints on problems in public rights-of-way or within public drainage ways. Educates the public on the County’s regulations, including the Stormwater Ordinance.
- Acts as project construction engineer on small, standardized projects such as road and drainage replacement and extensions, retaining walls, curb and gutter projects, drainage structures, bridge inspection and repair, and street widening projects.
- Conducts inspections of County facilities for compliance with the runoff control plan. Follows up with and supports County staff in other Department and Divisions to resolve findings.
- Develops a program to identify, track, inspect, and follow up on detention-only ponds throughout the County.
- Assists with writing various documents such as updating County manuals, writing letters and emails to permittees and the public, and writing reports to various organizations.
- Represent the County at various organizations.
- Stay current on evolving environmental regulations and technologies.
REQUIREMENTS:
Skills, Abilities and Competencies:
- Considerable knowledge of construction materials and methods, with the ability to quickly and accurately read and interpret construction plans and specifications; understand the phasing of construction; and to determine and explain to a permittee when sediment and erosion controls are adequate, need maintenance, or are failing.
- Knowledge of County-adopted Grading Erosion and Sediment Control Manual, Stormwater Management Manual, and Infrastructure Design and Construction Standards. Familiar with Colorado Department of Transportation (CDOT) and Mile High Flood Control District (MHFD) standards.
- Strong communication skills and the ability to explain technical information and resolve complaints with professionalism and poise, even in challenging situations.
- Ability to collaborate with staff by participating in staff meetings, recommending improvements to inspection protocols and technologies, and identifying solutions to challenges.
- Ability to operate and use tools and equipment associated with GESC inspections.
- Ability to use personal computer spreadsheets, databases, and word processing applications.
- Ability to write inspection reports and other documents.
- Ability to compute percentages, grades, and linear measurements.
- Ability to read and interpret blueprints, construction plans, and profile sheets.
- Ability to communicate effectively, both orally and in writing.
- Ability to use hand tools such as picks, shovels, and testing equipment.

Education and Experience:
- High school diploma or GED
- Five (5) years of experience in the field of public works construction.
- Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
- Bachelor's Degree from an accredited college or university with major coursework in civil engineering or a closely related field.
Pre-Employment Additional Requirements:
- Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
- Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
WORK ENVIRONMENT:
- Work requires frequent exposure to weather conditions, road hazards, the hazards associated with new construction, and possible exposure to radioactive material while using nuclear soils density testing equipment.
