GENERAL DESCRIPTION OF JOB:
Responsible for managing and supervising a unit or units operating under Title IV-D of the Social Security Act. Manage daily operations to ensure program goals are achieved and customer needs are met. Responsible for establishing and implementing work plans, allocating resources, delegating responsibilities, coordinating and implementing training curriculums, monitoring, and coaching for performance. The incumbent reports directly to the Division Manager.
DUTIES:
- Review the Monthly Monitoring Report and other reports, analyze appropriate data contained on the reports, and initiate resolution through training, re-directing workflow, planning and implementing procedural or policy changes, and conducting coaching to ensure the Division maximizes success and outcomes.
- Recommend organizational structure changes for the Division Manger’s consideration.
- Identify errors on the Automated Child Support Enforcement System (ACSES) that require supervisory analysis for resolution, and accordingly provide appropriate training and coaching.
- Identify training needs, develop training materials and deliver training to staff. Develop and deliver training as identified by staff and management.
- Maintain service contracts, including RFP’s if necessary, and contract renewal letters if appropriate.
- Coordinate with the Operations Division to ensure CSE Audit requirements are met monthly. Present audit findings to Management Team.
- Contribute knowledge, ideas, concepts, and expertise, in internal meetings, and on committees, subcommittees, and workgroups, at the State and County level to influence positive program and division development.
- Maintain point of contact relationships with Process of Service vendors, review and approve billing and update Process of Service Data Base.
- Liaison and maintain partnership with Clerk of Court and Legal Support Unit to assist in resolution of any issues that arise.
- Assist management team in writing polices and procedures as well as process improvement with a vision toward efficiency and progression.
- Manage team of administrative support staff and Division Lead specialist that will perform various administrative support duties and tasks, including caseload cleanup, working adhoc reports, ACSES Liaison duties, mail distribution, file room maintenance, efiling, legal filings and preparation and other support as identified.
- Assist in project management of converting files to imaging software.
- Advises and coaches staff in effective methods for dealing with difficult cases.
- Interviews and hires staff.
- Make recommendations for termination when appropriate.
- Conduct regular unit meetings.
- Addresses performance issues, develops Performance Improvement Plans, and tracks performance for adherence to the plan.
REQUIREMENTS:
Skills, Abilities and Competencies:
- Through knowledge of County organization and operational policies and procedures.
- In depth knowledge of county, state, and federal regulations and legislation that pertain to the administration of the Child Support (IV-D) program.
- Related to establishment and enforcement of Child Support debt and obligations, must have general knowledge of the Temporary Aid to Needy Families (TANF or IV-A), Medicaid, and Foster Care (IV-E) programs as they.
- In depth knowledge of ethical guidelines applicable to the position as outlined by professional standards, federal, state, and local laws or ordinances.
- Considerable knowledge of the principles of supervision, organization, and program administration.
- Considerable knowledge of personnel and management principles, practices and techniques as they relate to the administration of manpower resources and planning, position management, staff development and training, policy development and administration, employee relations, and related personnel and management functions and services.
- Knowledge of the practices and procedures for planning and formulating departmental or divisional budgets and monitoring related expenditures.
- Knowledge of standard and legal research, an investigation methods, practices, and procedures.
- Ability to effectively communicate orally and in writing.
- Skill in the collection, analysis, and presentation of statistical and technical data.
- Skill in the use of common office machines, including popular computer-based word processing, spread sheets, Electronic Document Management System, COVIS, ACSES, Court Link, and other file management systems.
- Ability to provide leadership and to supervise the planning, development, and establishment, of new or modified or improved programs, services, and activities.
- Ability to analyze and interpret policy and procedural guidelines, and to formulate, develops and present recommendations to resolve problems, and questions.
- Ability to organize disparate groups of professionals into cohesive working groups.
- Ability to establish and maintain complex records and files.
- Ability to exercise tact and courtesy in frequent contact with County and other public officials of various levels of authority and influence and the general public.
- Ability to establish and maintain effective working relationships as necessitated by work assignments.

Education and Experience:
- Associates Degree
- Three (3) years experience determining eligibility in public assistance programs
Preferred Qualifications:
- Progressively responsible administrative or leadership experience in a human services related program
- 2 yrs experience in Lead or Trainer role
- Supervisory experience
- Bachelors Degree
